Oh, it's definitely happening! If you are here, you probably saw my NCAA features in my Blazers association (paused right now, but will continue soon!). Using retro draft classes and college mods, I was able to recreate a sort of 2000s Division I; but the more scouting reports I posted, the more and more an idea of a true NCAA story grew in my mind, so here we are. No CH2K8 here, so things are gonna be a little different, or should I say, a little bit more complicated.
There are some rules/things that we can replicate (like 1-game series once March Madness comes up, no trades between CPU teams, preseason / exhibition games); there are others that need a little bit of editing (let's say, making sure the players don't stay more than four years); and there are others that are just impossible to change in the game (two halves or a 30sec shot clock, for example) that are going to be changed for the purpose of realism (and also my sanity going forward). They are listed at the end of this post. At the same time, as we all know, the worst NBA teams would have the best chance at a top prospect, but that's not the case in college (I think controlling all 30 teams would fix that.)
Now, it's practically impossible to have more than 300 teams/schools in the game -- but I've been able to gather a little more than 100 via six different college mods for 2K14; and at least one in 17 of the 32 conferences in play. We are gonna reach those 300+ teams via randomizer (in terms of scores and regular season records), but I'm gonna make sure those missing teams don't reach, let's say, the Sweet Sixteen round, in order to have a more compelling and exciting tournament and a better presentation (courts, jerseys and better real players showing up down the road).
I'm linking all the mods I'm using below -- but I'm gonna be playing in the FOX College Hoops mod, as it has a playable Association Mode (named Legacy Mode) with 30 teams and all players are fictional. You will note I'm mixing 2014, 2015, 2016, 2018, 2020 mods; it's just for the sake of adding more teams to the fray, as around 90% of the players will be replaced. If you think of any way that NCAA rules could be changed into 2K14, please let me know; I'm trying a lot of things on the fly. Fingers crossed for a realistic college experience!
▲As I chose the Spartans in the year 2000, post championship, the Big Ten conference has 11 teams. As the option 2K gives us is 29 games, I'm going with 20 Big Ten regular season games (a classic round robin of 10 home games and 10 away games) after nine regular season games against teams from other conferences (we've got about 90 teams to choose, so that will be randomized as well, but I will try to feature real games here like a Big Ten-ACC Challenge, or some invitationals). Those 29 games will then make way for the Big Ten Tournament and March Madness. ▲For every regular season game played, I will simulate three. I will try to play all games in the Big Ten Tournament and March Madness, but if I find myself in a time constraint going forward, I have no problem with simulating three of those too. There's always next season. ▲Minnesota, Northwestern and Penn State, three members of the Big Ten since almost its conception, are missing from the mods. I switched them with Maryland (a team that joined the Big Ten in 2014, so it fits the mold), Iowa State and Notre Dame (two teams that almost made the change in real life). ▲The real life game of two halves and 40 minutes of play with a :30 seconds shot clock will be changed into a game of four quarters and 36 minutes of play (9 minute quarters) with a :24 shot clock, in order to have more realistic scores. ▲The prospect scoutings in Association Mode will work the same way here, but we will add the widely known system of star ratings. For that I will look at every player's potential attribute. 90-99 = Five stars, 80-89 = Four stars, 70-79 = Three stars. We won't feature any player with a 69 or less potential rating. ▲Players added through the draft will be treated as scholarships, and players added via free agency will be treated as walk-ons. ▲The weekly Power Rankings in the game will morph into the weekly AP Poll that the NCAA has. ▲Once a player finishes his senior season, all his ratings will be edited down to 25 in order to "disappear" from the game and at some point, we will mention if his graduation transitioned into a professional career in basketball or not.

I thought about doing this with one of the college rosters on 2k18. I still might even. Someone had a whole video about how to do a dynasty. I can probably link it to you if you want but I don't know how applicable it would be to 2k14.
So if I got this right you are just playing with 30 teams only?
