League Rules:

The 7 Phases of the Year:
1. Preseason. Players develop/age (i.e. their ratings change). Young players tend to get better, old players tend to get worse.
2. Regular season. Regular season games are played.
3. Playoffs. Teams that made the playoffs progress through the bracket playing best-of-7 series until a champion emerges.
4. Draft lottery. After the playoffs end, the draft order is set with a lottery.
5. Draft. Similar to the NBA draft - other than a lottery for the first four picks of the first round, teams are ordered from worst to best for two rounds.
6. Re-sign players. Before free agency starts, you get the opportunity to re-sign your players with expiring contracts. Some players may refuse to re-sign, based on your team success, facilities spending, city size, and difficulty.
7. Free agency. Players who are not re-signed become free agents and teams can sign them. Free agents can be lured to sign with teams that best fit their player profile (i.e. winning, money, market size, etc.). If multiple GMs bid on the same player, the player will take the best offer. If a best offer is tied between multiple teams, it is ultimately up to The Commissioner to decide (based on his best judgement) on who the FA signs with.

Games Per Season:
Year 1: 82 Games / 7-7-7-7 Playoff Format (16 Teams Make Playoffs)

Roster Size:
Maximum roster size is 17 players.
Minimum roster size is 10 players.

Salary cap:
The starting salary cap is $110 million. This is a soft cap, meaning that if you are over the salary cap, you may still be able to resign players in certain instances, and you can always sign players at the minimum salary. You will be penalized in the game for being over the salary cap (this penalty is listed in the GM Points thread).

Here are ways to build your roster and acquire talent:
• Draft players
• Re-sign your current players
• Trades
• Sign free agents

There is also a minimum salary limit of $75 million. You will be penalized in the game for being below the minimum salary limit (this penalty is listed in the GM Points thread).

Contracts:
The maximum contract amount is $40 million per year and the maximum contract length is 5 years.

The minimum contract amount is $900 thousand per year and the minimum contract length is 1 year (or, until the end of the season, if the season is already in progress).

When a contract expires, you have the opportunity to negotiate a new contract with the player. If you don't come to an agreement, the player becomes a free agent.

Rookie contracts are not guaranteed until the regular season starts. That means if you release them before the regular season, you don't have to pay their contract. For all other players, contracts are fully guaranteed, and a contract still counts against your budget and your salary cap even after releasing a player.
