Bowl ban, multiple show causes among NCAA penalties as judgement handed down to USF

The seemingly never-ending investigation by the NCAA into University of South Florida athletics is finally over -- and the football program took the brunt of the penalties.

The NCAA announced the program lacked institutional control and fostered an unhealthy and harmful culture of loose pain management protocols and unfair treatment of student athletes, and failure to report misconduct in a report released Friday.

The school will receive three years probation through Nov. 30, 2038, a three-year total bowl ban and scholarship reductions (30 over three years).

Current head football coach Malcolm Francois Sr. and several other coaches and administrators received show-cause orders in the report, including current OL coach Jim Michalczik (five years) and former athletic director Michael Kelly (two years), according to the Tampa Bay Chronicles. A show-cause penalty means that any school hoping to hire any of those coaches prior to the order running out will have to present a case to the infractions committee.

"The University of South Florida displayed an overall lack of institutional control that permeated throughout the entire athletic department," the NCAA panel stated in its decision.

The announcement by the NCAA brings to an end a long process that began with an investigation into the administering of pain management protocols and expanded following reports of a toxic culture at USF that included the mistreatment of underperforming players and the failure to report illegal recording of sexual encounters by at least one USF football player.

The timing is also interesting given that many expected this to come during the off-season and certainly not two days before USF's highly anticipated match up against Notre Dame.

Notre Dame is licking their wounds after a 42-10 USF whipping
Less than twenty-fours before USF kicked off their game against the Notre Dame Fighting Irish, the NCAA decided to announce their sanctions against the USF football program following a two-year investigation into the athletic department.

The university opted not to make a statement and neither did head coach Malcolm Francois Sr., who was criticized by name in the decision report that was released. Francois Sr. and USF responded on the field, handling the Fighting Irish easily to the tune of a 42-10 victory.

Notre Dame had less than fifty yards of total offense heading into the second half and were already down 21-3. The Irish's only touchdown of the day came on a play where the majority of USF's starter were resting and not on the field.

Jeff Jones threw for 272 yards and five touchdowns while senior running back William Jones rushed for 117 yards on the ground. Both players outgained Notre Dame's total offense (204 yards) by themselves.

Despite sanctions announcement, Bulls land eight commitments over the weekend

The University of South Florida received their long awaited sanctions from the NCAA on Friday, right at the beginning of a huge recruiting weekend that saw several top prospects taking their official visit with the Bulls.

USF has since appealed those sanctions and as the icing on the cake, still managed to land eight commitments that weekend, including that of five-star cornerback Tyler Matthews. Matthews joined fellow five-star receiver Brian Harris in announcing their commitment on Saturday night and were followed by four-star center Leroy Richards, four-star linebacker Brett Freeman, three-star offensive linemen Dane Clay and Brandon Jones along with three-star defensive backs Brady Johnson and Adrian Bolden.

Matthews is a lanky five-foot-eleven corner that could definitely afford to add some more weight on his frame but his fluid hips and top end speed make him one of the top corners in recent years. He's not as physically developed as another former five-star Georgia corner that went to USF in Jason Garcia but the two have a similar playing style in their ability to play both in the slot or as an outside corner along with their playmaking ability with the ball in the air. USF beat out Florida State and Auburn for his commitment.

Going up against Matthews in future practices will be Harris, the five-star receiver out of Tennessee that Virginia Tech was eager to land. USF was able to keep him from ever stepping foot in Morgantown despite Harris' father being an alumni. A prototypical slot receiver, Harris is comparable to Marques Iesofo who can play outside but is better suited inside as he's got extremely soft hands and is a reliable target for receivers. He'll need to break through a very loaded receiver room but his skillset as a reliable pass catcher should get him on the field by year two.

The other two blue-chip prospects were Richards and Freeman. Richards needs to physically get stronger if he's going to be a starter in the SEC while Freeman is a bit of tweener as he's too slow to play safety and likely too small to be an every down linebacker in the SEC. Freeman will need to improve on his physicality or he could end up being a core special teams player at best.

Staying on the offensive line, Clay and Jones are both developmental projects as Jones has the built of a potential tackle at the next level while Clay's strength and power makes him an intriguing prospect if he ever kicks inside. They're both plus athletes whose athleticism are likely the reason why they were sought after despite being three-star prospects.

Bolden and Johnson fit the mold of rangy, physically imposing safeties that USF loves to add. They're not as versatile as Wesley Adams but are similar players in terms of playing style and being able to play both in the box or the deep third. Their build and physicality allows for USF to take a chance on them as they have special teams value.

The commitments bring USF's class total to eleven, a number that is going to be important to watch. USF currently has 67 scholarship players on the roster and with twelve seniors, that leaves the Bulls with just five open scholarship slots if the NCAA sanctions hold. If the appeal is successful, USF could potential get the sanctions numbers reduced or eliminated. The fact that USF accepted the commitment of the likes of Clay, Johnson, Jones and Bolden likely mean that the Bulls are at least confident that this will happen.

USF still has some players on the board in in-state prospects five-star receiver D.J. Manning, four-star center Brad Bonner and four-star defensive end David Richardson. Manning is considered a Florida State lean while USF is the leader for both Richardson and Bonner. In speaking to the folks in Tampa, the Bulls are reportedly still accepting commitments into the class, especially from those three.

USF plans to appeal NCAA sanctions, three-year postseason ban

University of South Florida's administration believed that its self-imposed penalties, including apparent fines and additional training for several coaches including head football coach Malcolm Francois Sr. that were never publicly disclosed to the media, were sufficient punishment in its long-running NCAA rules violations case that included a charge of lack of institutional control.

The NCAA disagreed, and doled out more punishment Friday.

The sanctions include slapping the Bulls with postseason bans not only for this year, but for two more additional years as well. That decision means there probably won't be any closure to the more than two-year-old saga any time soon.

USF says it hasn't stopped fighting.

"We wish that this were over," USF athletics director Joanne Morris said. "But there is more work to be done and that work has already started."

Morris and the school's president Rhea Law said USF plans to appeal the NCAA's three-year postseason ban. Morris says that the university's independent investigation into the program found that while there were isolated instances of misbehavior, she disagrees with the NCAA's assertion of a lack of institutional control.

Morris' words on Monday were the first instance of her publicly defending the football program and by extension Francois Sr. since her hire last year following the resignation of former athletic director Michael Kelly as a result of the scandals surrounding the athletic department.

While Morris' media availabilities have been few and far in between since her hire, she's been the lone public voice of the university since the sanctions came down on Friday. Francois Sr. by comparison has yet to comment on the matter and told the media on Wednesday that he won't.

"I don't have anything to say on that matter," Francois Sr. told the media, "Nothing I want to tell you guys."

Francois Sr. ignored all further comments on the issue.

Bulls defense dominates once more as USF walks off with a 45-10 victory over Auburn
Auburn fans, coaches and players were feeling good about themselves after they stopped USF's offense on the first drive, scored on the ensuing possession and stripped USF quarterback Jeff Jones on the next drive to get the ball in scoring position and a chance to go up two touchdowns early in the first quarter.

Kendall Andrews would be intercepted at the one-yard line and that was all she wrote for the Tigers who were outscored 45-3 for the rest of the game as USF cruised to a 45-10 win over Auburn on Saturday afternoon.

Andrews would be intercepted two more times while USF's offense was nearly perfect for the remainder of the game. Jones threw for 388 yards and three touchdowns, completing 78 percent of his passes.

Two of Andrews' interception were by true freshman Kenny Flowers, filling in for the injured Joe Jackson.
